ダンスミュージックシーンの中で、いわゆる『エレクトロ』と言われるジャンルの多様性は、昨今のクラブシーンの中でも郡を抜いて突出していると思う。KRAFTWERK的なエレクトロ、HOUSE的なエレクトロ、FUNK的なエレクトロ、PUNK的なエレクトロ、ROCK的なエレクトロなどなど。この混ざり合い的な現象は、かつて８０年代に起こったNEW WAVEシーンにかなり酷似しているような気がしてならない。MAD SKIPPERSはこのNEW WAVEの精神に基ずき、実験的に新しいサウンドを現代に試していきたいと思う。特に、東京から発信される新しさとは何か？

宣誓！我々MADSKIPPERS＆軍団（賛同し、共に戦う同士の総称）は「SAVE THEUNDERGROUND」というコンセプトのもと、この日本又は東京の音楽、アートシーンの繁栄を祈願し、本来あるべき表現の自由（アート制作環境など）を取り戻すべく、音楽／アート表現やパーティーなどを通して意思統一をし、その意思に責任を持ち、それらの活性化に精一杯の尽力を捧げていく事を誓います。

そして、以下軍団リーダーの声明の一文と掟を表する。

9.11以降に制定された有事法制、北京オリンピックを前にチベットを巡る世界のざわめき、そして終わりなき環境問題、数々の矛盾した理性がまかり通るこの世の中に生きている。
まるで僕たちは"爆弾下の東京"に生きているんじゃないか？
今こそ先代のパンクス／ニューウェーブの精神を受け継ぎ、PEACEを打ち出した行動が即必要だ！
もし、あなたがこの東京あるいは日本で目に見えない不自由さを感じているのなら、次の事を意識／実践してみないか？そして、MADSKIPPERSの同士／軍団になってみないか？

1. 世の中の動向に常にアンテナを立て何事にも裏表はあると認識し、情報に流されない事。
